Society for Sustainable Mitigation And Related Technologies Against Catastrophic Events

会⻑挨拶
減災サステナブル技術協会は、あらゆる科学技術を駆使し、災害の元になる各種の破局的⾃然
現象等を回避、緩和あるいは無害化するための、様々な⾰新的技術を創造、開発、実践すること
を⽬的とした協働体です。当協会は、津波シェルター普及研究会の成果に賛同し、知的材料・構
造システム等の⾰新的分野の防・減災への適⽤のため2011 年に千葉⼤学で創成した減災・サス
テナブル学研究会、またそれを⽇本機械学会で発展させた減災・サステナブル⼯学研究会の成果
実践等を併せ、2018 年の「世界津波の⽇」(11 ⽉5 ⽇)に設⽴しました。
減災・サステナブル学とは、航空宇宙分野を中⼼に展開した知的材料・構造システムの研究者
であった私が、東⽇本⼤震災を機に、その⾰新的コンセプトを⽣かした画期的な防・減災を実現
するために発案し、古屋泰⽂⽒(当時は弘前⼤学教授)、野波健蔵⽒(当時は千葉⼤学理事・副
学⻑)と共に創出した“防・減災⽬的ながら、⾮常時のみならず⽇常的にも有⽤な機能を発現し、
社会の経済的・持続的発展を可能とするサステナブルな仕組み創成の学問”です。
それは我国オリジナルの⾰新的学術領域ですが、世界の著名研究者からも、先端科学技術の画
期的な⾮軍事利⽤である等、強い共感と⽀持を得ています。既に、⽶国・NASA のJ. Su 博⼠、
メイン⼤学のM. Shahinpoor 教授、ハワイ⼤学のM. Nejhad 教授、L. Hihara 教授、イタリア・
ローマ⼤学のA. Paolozzi 教授、F. Felli 教授、ブラジル・ブラジリア⼤学のC. Vendittozzi 博⼠、
タイ・モンクット王⼯科⼤学のS. Aimmanee 博⼠、C. Ekkawatpanit 博⼠を始めとする海外の多
くの卓越した研究者とも協働し、グローバルな活動を⾏っています。
減災・サステナブル学、減災・サステナブル技術の意義は、科学技術が⽬覚しい発展を遂げて
いるにもかかわらず、地球上では多くの⼈命が災害により失われていることに対し、新たな学問
と技術の⼒を以って⽴ち向かうことにあります。それらは、卓越したアイデアを創出する、発想
⼒を⾼めるための⼈材育成にも通じます。世界をリードできる新たな学問・⼈・産業の創成は、
今後、⽇本が地球上で益々輝き続けるための、最⾼の戦略です。
当協会では、減災サステナブル技術の研究・開発、勉強会・シンポジウムの開催、参加会員同
⼠の交流会の運営等により、以下を⽬指します。
・異分野融合を⾼いレベルで実現し、⽇本発の防・減災技術を世界標準へ。
・経済性と持続性を両⽴した⾰新的防・減災技術確⽴と、それを創出可能な独創的⼈材育成。
・産学官⺠協働による⾰新的製品開発を可能にする減災産業基盤の構築・創成と、開発品の
評価・認証へのシナリオ作成。
当協会にて、多様でグローバルな研究者、技術者等が会し、共に考えることを楽しみ、刺激し
合い、相補い、さらにそのネットワークを拡張することで、防・減災分野の難題に挑戦しましょ
う。多くの災害に⾒舞われるネガティブな⽇本を、むしろ災害をばねに⼈材・科学技術を磨くポ
ジティブな場へと進化させましょう。減災産業⽴国化、永世中⽴科学技術⼤国化、さらには知的
で優美な国造りの実現へと頑張りましょう。ディザスターフロントからスマートジャパンへ、国
内のみならず世界の安全・安⼼に寄与する尊敬される防・減災技術を有する国へと発展させまし
ょう。

Society President’s greetings

SSMARTACE is a collaborative body that aims to create, develop, and put into practice various innovative technologies.
And while making full use of all kinds of science and technology, we will avoid, mitigate or detoxify various catastrophic natural phenomena that cause disasters.
This association was established on “World Tsunami Day” (November 5, 2018) by combining the results and practices of the two study groups, with the Tsunami Shelter Promotion Study Group as the parent body.
One of them is the “Disaster Mitigation and Sustainability Study Group” established at Chiba University in 2011 for the application of innovative fields such as intellectual materials and structural systems to disaster prevention and mitigation. The other is the “Disaster Reduction and Sustainable Engineering Study Group”, which was developed by the Japan Society of Mechanical Engineers.
"Disaster Mitigation and Sustainable Studies" was devised by me in the wake of the Great East Japan Earthquake in order to realize epoch-making disaster prevention and mitigation utilizing its new concept.
At that time, I was a researcher of intelligent materials and structural systems that developed the aerospace field in the center.
This is a discipline created with Yasushi Furuya, who was a professor at Hirosaki University at that time, and Kenzo Nonami, who was a director and vice president of Manabu Chiba at that time.
This way of thinking aims at "creating a sustainable system".
The mechanism is "while aiming for disaster prevention and mitigation, it expresses useful functions not only irregularly but also daily, and further enables economic and sustainable development of society."

This way of thinking is an original new academic field in Japan, but we have received strong sympathy and sympathy from prominent researchers around the world that it is an epoch-making non-military use of advanced science and technology.
And we are already collaborating with many outstanding researchers overseas to carry out global activities.
The researchers include J. Su Hiroshi of NASA in the United States, Professor M. Shahinpoor of the main university, Professors M. Nejhad and L. Hihara of the University of Hawaii, and Professors A. Paolozzi and F. Felli of the University of Rome, Italy, as well as C. Vendittozzi Hiroshi of Brazilian Brazilian University, Doctor S. Aimmanee and C. Ekkawatpanit of Thai Monkut University of Science.
The significance of " Disaster Mitigation and Sustainable Studies " and " Disaster Mitigation and Sustainable Technology" is to save lives with them.
This is because, despite the remarkable development of science and technology, many lives on earth are lost due to disasters.
Beyond that, I think that it will also lead to the development of human resources to improve the creativity to create outstanding ideas.
The creation of new academic fields, people, and industries that can lead the world will be the best strategy for Japan to continue to shine more and more on the earth.
Then the Society aims to achieve the following items by researching and developing disaster mitigation sustainable technology, holding study sessions and symposiums, and managing exchange meetings for all participating members.
・ Global standardization of disaster prevention and mitigation technology that has realized the fusion of different fields from Japan at a high level.
・ Establishing new disaster prevention and mitigation technologies that are both economical and sustainable, and fostering original human resources that can create them.
・ Construction and creation of a disaster mitigation industry base that enables the development of new products through industry-academia-government collaboration, and scenario creation for evaluation and certification of developed products.
Now, at our society, we will meet diverse and global researchers and engineers, enjoy thinking together, stimulate each other, complement each other, and expand the network to challenge the challenges in the field of disaster prevention and mitigation. let's do it.
Let's evolve the negative Japan that is seen in many disasters into a positive place to hone human resources and science and technology by using the experience of disasters as a spring.
Let's do our best to make the disaster-reducing industry a nationalization, to make the science and technology nationwide for a long time, and to realize an intelligent and graceful nation-building.
Then, let's develop from disaster front to smart Japan to a country with respected disaster prevention and mitigation technology that contributes to safety and safety not only in Japan but also in the world.
